[xtm-wg] MOTION ADOPTED: Charter revision - maximum duration of non-face-to-face votes

This motion has been adopted unanimously.

MOTION: Alter the text in the first paragraph contained in section 3.3.2 of
the TopicMaps.Org charter to read:

After a suitable time for discussion, any Participating Member may issue a
formal call for a vote. Formal calls for a vote may be made by electronic
mail, or by voice on telephone or at a face-to-face meeting. The call for a
vote must include a deadline by which Participating Members must provide
their votes. For non face-to-face votes, the deadline must be at least seven
(7) and no more than fourteen (14) calendar days after the date on which the
call was issued.

REASONING:

Motions in the past have been proposed with open-ended deadlines.  This
motion seeks to end this practice by defining a maximum length for votes, in
order to keep business moving.

Whether this motion passes or not, future motions without a defined end date
will be considered out of order.

This motion requires a 2/3 majority to pass.  Ten (10) "YES" votes are
required for this motion to pass.

The voting period shall run from February 6, 2001 through February 14, 2001.
