You are labouring under one misconception here: the <topicRef> element doesn't
require that references be to <topic> elements in the same document, only
that they point to them in some XTM document. You can certainly point to
a <topic> in a different XTM document. We've done that in our language.xtm
and country.xtm topic map when we use core.xtm#en to identify "English."
