Dear XTM-WG,

I want to support Ivan's and Holger's point of view. Especially if 
you want to use scopes for defining user access levels it would be 
much easier if you could assign a scopeset to a topic and therefore 
also to topic types, from which instantiated topics could "inherit" 
that scopeset. Also that added characteristics automatically get the 
topic's scope I would find very useful.

But beside all technical reasons I think that a topic scope makes 
sense, because there are concepts which only exist in a particular 
domain, regardless of their names or occurrences, and topics are only 
reifications of that concepts if I understood right.
