From a "pure user's" perspective, I perceive having a "Topic Map Plugin" sitting on
top of an email list server.  As part of composing an email for posting, the user will be
queried through a set of interfaces which essentially define the corresponding topic(s)
and association(s) relevant to his/her posting (which constitutes the topic occurrence).
There should be a way to pre-define certain topics and associations when installing
the plugin, and they can be modified/expanded overtime (by the administrator).  (It will
be more "cool" if one can annotate fragments within individual postings with TM elements.)

As far as merging is concerned, several email lists could be merged by way of this TM layer.
