Have you considered sending a bug report to the IE team regarding this?
This isn't an error in the DTD. If you've done any development work on
your machine, it's possible that you've altered the standard XML parser
behaviour, but I'm not in a position to help debug that, sorry. You
might try this on a vanilla installation and if it still does the same 
thing, contact Microsoft. There are a number of well-known bugs in the
XML handling in IE.
