That is the intent. At least it is my proposed intent. :) The hope is that the OASIS TOSCA spec would only be about grammar, and that collecting profiles in one place would be a community endeavor. In the case of the Simple Profile, the idea is that OASIS TOSCA would hand over the Simple Profile to the community. The question is whether such a handover is possible.
