Tim,

I hate to be a nag about this, but if we don't follow the submission format there is a very strong probability that your submission will be rejected without comment. The following is lifted from a message sent by the CC Editor to a submitter who did not follow the format -

"However, for any comments to be considered, they must be submitted in the proper form and submitted in accordance with the instructions on the web site.  Please make sure that when filling out the comment form you cite specific text that requires modification, provide suggested replacement text, and provide sufficient justification for the CCT to consider your issues.  Please also make sure that in your justification you cite applicable references (as specifically as possible) where appropriate.  For example, you indicate the CC spec requires something that the registry does not support.  Please validate such statements with specific reference to the current candidate spec. More importantly, you should validate such assertions with the appropriate team.  For example, the registry team has established a special subcommittee whose sole responsibility is to incorporate the requirements of the CC spec into v3 of the registry spec."

please see http://www.unece.org/cefact/ebxml/CCTCpress_rel.htm which contains the submission instructions.  The team has chosen Excel as the preferred (albeit not required) format for submissions.
