This message is prime example of a reason *not* to cross post topics like 
this.  I am not subscribed to the ebtwg-ccs, so I did not see Ms. 
McCarthy's response and I won't see any others on that list.  I'm sure 
there are others like me, and the reverse is true for folks on that list 
who are not on the UBL-comment list.   I suggest that we kill this thread 
and open a new one on *one* list if anyone wants to continue this topic.
