Hello Calvin, The current design rule is to have several schema modules -- common leaf types, common aggregate types, order-related structures, invoice-related structures, etc. -- each of which has an associated namespace. However, most of the elements are in fact not namespace-qualified; only the top-level message elements and all the XSD types are. The rest of the elements are declared in local/unqualified fashion. However, we in the Naming and Design Rules subcommittee have ben been re-assessing this rule against the two other possibilities (local/qualified and global), and it's possible that we'll change it around. Any change to the rule would happen no later than our next face-to-face meeting, which is October 1-4. We would be happy to receive comments on this point, on both the technical and scheduling aspects.
