I do not know which mailing list you are referring to - the ubl-comment list or ubl-dev. 

We generally do not directly manage the subscription mailing lists. People can subscribe or unsubscribe directly themselves. If you can let me know the list, I'll be happy to send Rik instructions for how to sign up.
