Also remember that our primary objectives are to get reviews from
D2 and T8 and to give EWG people a chance to participate.  We've
already set outselves up to function effectively under these
circumstances without a quorum.  If most of the people attending
turn out to be observers, then I think you should treat them as a
focus group for the issues you've been covering in committee and
use this as an opportunity to recruit them into the SCs.
