Brad,

I ran a project for NIH eCGAP last year that overlaps
alot on this.

For UBL they were using their own grants management
proprietary XML formats instead.

Conceptually the architecture seems very similar. We
did some basic form mock-ups in HTML and Javascript
and had them inserting XML content direct to registry
(for ebMS CPA).  This approach could definately be
extended to full CRUD using UBL formats and associated
forms.
