They are already there, though in UBL they are 
not implemented as attributes.  Each line item 
has a cbc:ID and your extension can implement a 
gil:IDREF element that points to the line item.

I haven't written it yet ... I mentioned "I plan 
on..." and have just been too busy with the UBL 
2.0 release to put any time into this.

But I plan on posting to this list where the example can be found.
