[ubl-lcsc] Normalized Model for 0p70

Please find attached a Class Diagram and  normalized tables (in a 
spreadsheet) for use in developing document for release 0p70.

I have incorporated the spirit (if not the exact word) of Mike;'s 
comments in his change log.  It is worth noting that several of his 
issues are resolved by aggregating using the correct dependencies.

I would ask the QA team to review these structures and in particular the 
definitions ready for discussion on tuesday's call.

I am now assembling these structures into a new Order document (using 
the original spreadsheet layout) . when this is done (over the next few 
days) I shall send this as a template for those developing other documents.
