Yes, I agree ... not sure if there are any stylesheet options to restrict 
characters to ISO-646/ASCII.

Not well-formedness errors ... I just run each fragment through Jing and 
through Xerces C++ to check for well-formedness with two different XML 
processors.

I'm at a dialup location tonight ... my hotel tomorrow afternoon should 
have high speed.  I'll look for any revisions and, if not, I'll just kill 
the bad character in Draft7 and make a new set of files.
