Eduardo,

I'm assuming right now that the customization guidelines go into
the 1.0 draft package, but I'm not sure whether they should be
considered normative because we haven't yet defined clearly what
"1.0 conformance" means with regard to customized versions.  This
is up to CMSC to work out, and a final resolution may well have to
wait for 1.1.

Note that the code list spec and the NDR spec fall into the same
category; they are informative for 1.0 because they are (as a
matter of historical fact) the specifications we followed in
generating the 1.0 schemas, but neither is yet at the place where
we are ready to issue them as standards in their own right.  As
far as I can tell, all three papers have at this point the same
informative status as the data model spreadsheets, and I think
that all three should be bundled into the 1.0 zip file.  The only
question is whether you want to be able to refine the
customization guidelines *for 1.0* during the 1.0 life cycle; if
you do, then the guidelines should live on the web site and be
pointed to from the 1.0 package.  This is CM's call as far as I'm
concerned.  We obviously don't have this problem for the NDR and
CL pieces, because those documents as they apply to 1.0 will
forever be the versions that apply to 1.0.

   which seem to indicate that the guidelines as put at the same level as
   the NDR doc.

   Needless to say, I'm confused.
