Order of constructs from UBL 2.2 CSD01 to CSD02

Fellow UBL Pre-award members,

The order of constructs in the following ABIEs for pre-award has 
changed since UBL 2.2 CSD01:

Legislation. Details
Qualification Application Response. Details
Qualification Application Response. Tendering Criterion Response
Tendering Criterion Response. Details

If there are no reasons for this re-ordering, I would like to restore 
the CSD01 ordering to reduce the number of changes that need to be documented.

Either ordering is compatible with UBL 2.1, so if there is a reason 
the items were reordered in the pre-award work then I will leave the 
new order in place.

If I do not hear from you in a timely fashion, I will use the CSD01 
ordering in my CSD02 draft.  Of course we can rearrange them again 
before the public review if I am made an incorrect assumption.
