RE: [ubl] URN Proposal

I will try and review in the next couple of days, but will not be able to discuss this on Wednesday as I am traveling back from emergency leave. The NDR spent a great deal of time on the issue of URN's, and I hope that any changes are done with careful consideration. I would prefer that this wait until I can be part of the discussion.
