Good point! When creating a minor version, if we are adding an object at the document level, xsd:extension "requires" that it be placed at the end (i.e. after the 'extension element').

I guess the two choices are:

	1. It is placed at the end for major versions, with the understanding that it *may not* be at the end in following minor versions.
	2. We place it somewhere else (e.g. the top, or immediately after the UBLVersion element), where we can be assured its 'location' will not change.

Is there any reason why the extension * has * to be at the end of the document? The reason I ask is that there may, if so, be an issue with further extending the document with minor versions within UBL, mightn't there? Such extensions would * have * to be at the end of the document - for backwards compatibility. They would therefore replace the extension element as the last element in the document.
I'm hoping the extension element is only placed at the end of the document for aesthetic or common practise reasons.
