That is exactly my point. We are reconstituting schemas from revised models for our minor versions. If there is an NDR that orders BBIEs before ASBIEs, then we cannot even try to use <xsd:redefine> ... but in our research you and I did (two years ago?) I recall we determined we couldn't use <xsd:redefine> when we did try. So do we have to be enabled to use something we can't use anyway? But since we are about to complete this final pass effort to get into the NDR document everything we need about the current document models, I wanted to be clear whether BBIEs are co-incidentally ordered before ASBIEs and are allowed to also be ordered after ASBIEs, or if it is mandated they be ordered before ASBIEs.
