Thank you, Roberto!  This is what I was looking for.  At first glance 
it has all of the supplementary components I need and no hard-wired code lists.

I have not received such direction from Tony or from PSC or TSC.  I 
am awaiting the business experts to tell me what I have to 
accommodate in the deliverable.  Actually, not to tell me directly, 
but to reflect the requirements in the information model.  The 
spreadsheets are expected to contain data type qualifications for 
code list items, as they did in UBL 2.0, and from there we can 
synthesize the required CVA file expressing the data type 
qualifications in UBL 2.1.

Thank you again for finding the schema fragment.  I will see if I can 
restructure the SGTG strategy to use this file without any changes.
