just to clarify. the decision about where to submit is given by the OASIS agreement with JTC1. All PAS submissions from OASIS secretariat go to the JTC1 secretariat. It is up to JTC1 secretariat to decide if they accept this and which SC would be the one dealing with it. The UBL TC does not have any choice in this matter.
