I think we can close this issue.

I left "WeighingMethodCode" mandatory because it is inside the VerifiedGrossMass ABIE that is specifically intended to provide verified gross mass measures that are required to indicate the weighing method used as per SOLAS.
The WeightStatement message can be still used for non VGM-weights by omitting the VerifiedGrossMass ABIE.

The code list you did is fine, but I would use the codes I find in the SMDG implementation profile of the VERMAS EDIFACT message

SM1 and SM2    (where SM = SOLAS Method)

The VERMAS syntax do not have a weighing method precise location... it is expressed as document type code but the code list is not updated accordingly.
