Personally, I'm not pleased with the end result. All along I had assumed incorrectly that XSD processors unioned multiple XSD import declarations which would have allowed us to publish a generic fragment useful in all versions of UBL.  It turns out that the XSD specification allows a processor to respect only the first of multiple import declarations. All XSD processors appear to have made this decision.

The impact of this is that my objective of only touching the one existing user-editable schema fragment in the schema tree is not supported because of this XSD rule. I had planned simply to union the new fragment with the absent declarations.  But It is now the onus of the user to hack the supposedly read-only schema common basic components fragment in order to incorporate the required "include" (instead of "import") directive.

This isn't an impact on conformance because the scope of conformance is only on the unmodified UBL schemas.  But for those using extensions, the read-only fragment must now be "touched".  I think this borders on unacceptable and I'm anxious to hear the opinions of others.

Please review the draft.  Is this significant enough to warrant a one-week delay in voting on UBL 2.2 and simply incorporating the absent declarations?  Then the Committee Note is limited to only UBL 2.1 and not UBL 2.x.
