UBL 2.3
   - Cécile managing requirements for pre-award documents

   - Kees designated a co-editor of UBL 2.3 and is now in charge of the
     production of the artefacts, with the assistance from Erlend as needed

   - reminder about the calendar for UBL 2.3:
     - working drafts at the end of 2018
     - final OASIS Standard at the end of 2019
     - final ISO Standard at the end of 2020
     - we are not going to make the first deadline ... what do we expect
       looking forward?
     - should we review the release schedule?
       - it is a long process to adopt new versions by users
       - perception that even minor versions deprecate earlier versions
         even though adopting an earlier version is compliant to a later
         version
       - creates uncertainty amongst regulators and law-makers
     - should we abandon a formal schedule and just work ad hoc until we
       think we are ready for a new version?
     - do we have any knowledge of users using UBL 2.2?
       - Europeans are using the bulk of new pre-award document types
     - users have already been identified for UBL 2.3 for the end of 2019
     - any new releases of a specification can become a burden to implementers
       who feel compelled to always support the latest (even though they don't
       need to support the latest if they aren't using any of the latest
       features)
     - inter-community differences are at issue, not intra-community (if
       Europe supports 2.3 and Latin America only 2.1, then how "universal"
       is the Universal Business Language if they cannot be exchanged
       between communities)
     - does it make sense to use a three-level version, e.g. 2.2.1 not 2.3?
     - release numbers don't mean anything as long as we guarantee
       backward compatibility which makes this purely an education issue
     - a standard needs to be "alive" and continue to respond to users' needs
     - maybe we can slow down on releases with the new extension point
     - still need to be able to incorporate useful extensions as part of the
       standard
     - we are attracting new membership that needs new requirements to be met
     - we are approaching consensus (not unanimity) that we proceed as we
       have been proceeding with our dot releases and that we treat public
       perception of our agile approach as an education issue to help people
       understand what we are doing and the benefits
     - we will close the debate for now at our next meeting with a conclusion
     - action item: we need to more clearly document the changes and the
       obligations (or lack thereof) of existing users of older versions

UBL Australian Localisation Subcommittee (ALSC)
   - news from Australia:
     - bill passed for supply-chain transparency "Modern Slavery Bill"
     - comes into effect January 1, 2019
     - because Australia is predominantly a trading country in AsiaPac
       and most of slavery happens in the area, companies need to show
       transparency in their trading overseas (AU$50M and above) through
       a reporting obligation
     - this is an opportunity to pitch UBL for standardized data for the
       correct information to be submitted

SUBCOMMITTEE CONFERENCE CALLS

  - Australian Localisation Subcommittee will be meeting in the BDXR "off
    weeks" one hour in advance of the UBL Pacific call (00:00UTC)
  - Transportation Subcommittee will be meeting on Wednesdays every week at
    14:00UTC (will be using Peter's GotoMeeting facility), perhaps additional
    ad hoc meetings will be scheduled to catch up with backlog
  - other subcommittees will be meeting on an as-required basis


FACE-TO-FACE
  - if we had a face-to-face the week of 2019-09-23 then attendees could
    continue on to Vienna for the Exchange Summit conference the following
    week (as was convenient for some members in 2018)
    - offers to host from Zwolle (NL), Copenhagen (DK)
  - do we need a face-to-face in the southern US in February/March? If so,
    who do we know who could host us or sponsor a meeting venue?
    - confirmed that we can hold a meeting in San Francisco hosted by
      Tradeshift, so we have to decide some dates
      - we cannot decide on a date until we know when the first public review
        ends, so that we can work on the result at the meeting
    - if the meeting gets pushed out to April/May then we have another
      possible host of the US Fed in Minneapolis (possibly May 6-10??)
    - can we go back to Tradeshift also regarding May 6-10 in San Francisco?
    - this would be timed after the end of our first review so that we can
      work on a second review
