Initial working draft of UBL logo usage guidelines

Fellow UBL TC members,

Please find here a first draft of guidelines regarding the use of the UBL logo:

I just noticed that I have yet to update the committee member list to 
include the most recent additions. This will be repaired in the 
voting document. I apologize to those who were missed in the list.

This was triggered by a question directed to me at the Exchange 
Summit e-invoicing conference in Vienna last month.

Thank you, Kenneth, for adding this to the agenda of upcoming 
meetings. I look forward to comments from members.
