Appointment or re-appointment of Chair(s)

As described in section 1.4 of the OASIS Committee Operations Process (https://www.oasis-open.org/policies-guidelines/oasis-committee-operations-process/#chairs), the TC needs to either appoint or re-appoint TC Chair(s):

Every two years a Committee must re-appoint its chair(s). A call for candidates must be requested through the committee’s general email list inviting candidacy to be posted to that list. Committee members have 7 days after being notified to propose themselves as a candidate. All Committee members are eligible to apply including current and past chairs; no term limits apply. After the 7 Days candidacy period, if seats are contested, a ballot must be run to select the chair(s).

- Denmark is working on new requirements for adding TCO calculations to UBL. This will not be prioritized for UBL 2.4

- New requirements for a Letter of Credit will not be prioritized for UBL 2.4.

- No new requirements received from Peppol Logistics

- No requirements received for customs alignment with WCO requirements

- No requirements received from European EFTI, reporting transportation documents to authorities

Preparation of ISO submission

Kenneth has updated the specification to use ISO/IEC Directives rather than RFC keywords (see: https://issues.oasis-open.org/browse/UBL-341).

Submitting the specification to ISO:

- Option 1: Will ISO consider a submission in XML format? Ken will explore options.

o UBL is being considered for participation in a pilot project to allow submission in XML format

- Option 2: Will it be possible to convert from our current format to ISO Word template?

- Option 3: Work in OASIS Word template. Will OASIS TC Admin then convert to ISO Word template? Kenneth will contact TC Admin.

Publishing and editing

Who will serve as editor(s)? Kees has offered to help with editorship and maintenance, Kenneth will maintain the main spreadsheets. SC spreadsheet versions will be created upon request (currently only TSC).

Organisation Master Data Subcommittee

Cecile is available to serve as liaison officer between ISO TC 323 (WG5) and the UBL TC for facilitating work on the PCDS, under the condition that there is no requirement to join ISO through a national SDO.

TC Liaisons

CEN TCs 434 and 440

Agreed at the Copenhagen face-to-face meeting that the UBL TC is open to establish a formal liaison with CEN TC 434 to create a European or international standard for electronic invoicing, if there is an interest from the CEN TC.

OASIS has reported that there is an agreement on a way forward. The TC needs to appoint a liaison officer and is looking for a candidate among the TC members.

- Does the UBL Technical Committee agree to appoint Wim Kok liaison officer between CEN TC 434 and the UBL TC?

Kenneth made the motion. Seconded by Ken. Agreed by all TC members at the Pacific and Atlantic calls.

ISO/IEC JTC 1/SC 32/WG 1

Decision to appoint Andrea as liaison representative between ISO/IEC JTC 1/SC 32 and the TC recorded here: https://lists.oasis-open.org/archives/ubl/202007/msg00014.html

This year’s SC 32 meeting was held in June 2022. OASIS should have been following up with the SC 32 secretariat last year but still no progress. Jamie will follow up with SC 32.

Subcommittee conference calls

- Organisational Master Data SC will be meeting biweekly on Wednesdays at 15:00 CET.

- Transportation Subcommittee is looking for a new weekly timeslot.

- Other subcommittees will be meeting on an as-required basis.
