Indeed, according to the effective editions of XML 1.0
(http://www.w3.org/TR/REC-xml) and of XML 1.1
(http://www.w3.org/TR/xml11/) recommendations (see section 2.2):
  All XML processors must accept the UTF-8 and UTF-16 encodings...
