Before implementation or before 1.1?

1.0 cs04 is an official standard, I think you mean OASIS standard rather than
a committee standard.  Sure, that's just paperwork. In particular people
need to submit a declaration that they have implemented the spec.

Please go ahead and do so.

Also, will it help anyone make progress if we do? To me it seems that if
someone has the resources to work on the spec then finalizing spec for
devices such as graphics would be better.
