New Issues for Issues List

Add to open issues list:

1)  Current working draft allows for TC co-chairs.
    Do we need to describe this, limit the number,
    or otherwise direct or restrict?

2)  We ask for name and contact information for the chair(s)
    and initial "we are expressing interest" members of a TC as
    part of the requirements for chartering.  Are there
    privacy issues here that we should address?
