Minor picky comments:

Just for consistancy, shouldn't that be "every PEOTCP" instead of "every
individual OASIS member"?

Should this sentence be moved to (or duplicated in) the Definitions section?

Just a clarification: if this is a mail list that the votes are being sent
to, who is subscribed to that list? General membership? or the TC admin
