Chairman pro tem

RROR appears to say, without qualification, that if the chairman needs to 
vacate temporarily, he can appoint a chairman pro tem.  In my case, the 
Security Services TC has no co-chair or vice-chair.  Can I then simply 
arrange to find a chairman pro tem for the duration of a meeting which I 
know I can't attend?
