OASIS namespace

In reading the minutes from the face-to-face, I noticed a discussion of
a permanent OASIS namespace.

We had this same problem in WSDM. The chairs talked to the WSDM folks
and we were assigned some directories in the OASIS space for use by
WSDM. We wanted our namespaces to be dereferencable and we wanted to
have a different namespace for the schema as for the WSDL for both MUWS
and MOWS.

The result is that we have namespaces similar to the following where you
can change 'wsdl' and 'schema' and change 'muws' and 'mows':
	http://docs.oasis-open.org/wsdm/2004/04/muws-0.5/wsdl

They don't seem to dereference right now, and I don't know what the
problem is.
