The current 'context' (and any other element in our protocol which may be sent as a SOAP header, should others exist) definition disallows use of SOAP attributes such as soap:mustUnderstand. This is an example of the downside of our current general practise of disallowing attribute extensibility (that is <anyAttribute .../> in a few well-chosen complex types). We should either change ContextType specifically to support attribute extensibility or judiciously add <anyAttribute .../> throughout the various schema instances.
