Commenting on this issue is like cooking with canned water. I don't know what  to add.
The lime already has a name in CalConnect: State Event.
The way it is handled in the proposed CIM tariff message is a startDate. When the next startDate and value arrive, it is assumed that the previous value ended at the next startDate.
