As discussed in the 2011-02-25T17:00Z teleconference: 
William Cox will discuss our potential (above) solution with those more-familiar with IEC 61850 to determine if it satisfies the needs of the implementers of that standard with regard to scheduling the start/stop/duration of "events" in messages originating from an implementation of IEC 61850.
