I've fixed some of the problems you reported but I'm not seeing any of th eissues you were having with use of vavailability.
I've done a scan of the schema and some of the stuff we talked about (e.g. mixed="false") all appear to be correct - if unnecessary. There's no mixed="true"
I fixed the bug in tolerance.
I'll resend the zipped schemas to the list later and try to generate a couple of examples involving vavailability and gluon.
I'd certainly appreciate more eyes looking at this.

WD21 Specification is not quite ready to go. Almost all of the PR02 issues have been dealt with. There are a few known issues:
