Good morning.  We revised the draft TC charter change proposal, for
your review, in light of the recent RFC issuance (congrats) and other
points suggested by Dave. It's attached.

As Chet noted below, if you find this language acceptable (or come up
with something different that you wish to adopt), the TC should ask
Chet's team to start a 7 day "Special Majority" TC ballot to approve
it.
