In section 9.2.1, there are rules for inheritance that - apparently - represent normative content that should be part of the body of the specification, and not introduced in the Conformance section (the latter should only be concerned with referring to prior content, or might state new requirements but only if they are not appropriate in the spec body.) Any reason why these inheritance rules could not belong to the specification narrative?
