Please defer discussions on this issue until a time this issue is accepted

Description:
DPWS device can not guarantee to send many notification in short time
over TCP or SSL connection.
It looks this is an implementation matter or is out of scope of DPWS spec.,
but the preventing this issue is the important role of DPWS spec.
The solution needs many computer resouces,
but it is not appropreate for embedded devices that is the target for DPWS
spec.
In addition,
this issue will be a prevention for promotion on WS-DD technology.

Proposed Resolution:
Discuss a constraint to prevent this issue.
