Subject: NEW Issue - DPWS - Editorial: reformat terminology and references so they matches other WS-DD specs

The terminology sections of DPWS are formatted differently from SOAP-over-UDP and WS-Discovery—specifically, the notational conventions collapse the RFC2119 definitions along with the more specific conventions, and both follow the terms and definitions.

Additionally, the references are formatted in a way that makes them difficult to read.  It is easier to read the SOAP-over-UDP references, which list the identifier on a separate line from the citation.

Proposed change: move and restructure the terminology section; reformat the references.
