FYI - the doc here:  http://docs.oasis-open.org/ws-dd/dpws/1.1/os/wsdd-dpws-1.1-spec-os.html
has some marked-up text in it - look at section 1.4.
In the pdf version (http://docs.oasis-open.org/ws-dd/dpws/1.1/os/wsdd-dpws-1.1-spec-os.pdf) , right around the same spot - line 86, says:
        Dereferencing the XML namespace defined in Section 0
notice the "Section 0".
The word/docx version seems ok.
