Just added the doc to the editor's doc list - so while its not cvs at least a note should not be sent out to the entire tc each time we make a minor edit.  I can live with this.

This exactly why we really really really need CVS, now.
The reason I did not change it (although it was trivial to do so) was
because I did not want to update the website for such a small change and
I did not want to prevent other editors from making a (different) change
to the document (write-after-write).

I guess, till we have a CVS we'll have to live with such an arrangement.
Sigh!
