This endpoint reference SHOULD NOT be included, yet if it is present,
but receiving implementations MUST NOT generate and transmit a SOAP
Fault if present.  

is an example of you changing the original text to use the phrase
"generate and transmit a SOAP fault".  

I believe the correct text should only say "generate a SOAP fault" since
the SOAP specification leaves it up the SOAP node to decide whether it
should actually transmit a fault.  There are lots of reasons a SOAP node
may not want to actually "transmit" the fault.
