Issue i042 proposal

Similar to how we have deferred deciding on updating references to WSS 1.1 until it is an OASIS Standard we should follow the same practice with WS-A. We expect broader support for the REC version of WS-A than any interim drafts. For WS-A this is particularly important as TC members may want to implement interim CDs of WS-RM but may only have support for the contributed version of WS-A in their stack and no plans for supporting interim drafts of WS-A.  

 

Motion: Defer updating references to WS-A at this time. We should reopen this issue after WS-A progresses to Proposed Recommendation with the intention of updating the reference when WS-A reaches REC status.
