We seem to be talking past each other. I simply asked the question what
would happen message level subject was permissable AND replyTo/anonymous
address was permitted in a request/response. 

As I point out, the issue is not with the message level Policy subject,
but the replyTo/anonymous when RM is engaged. If we assume that
replyTo:anonymous is not allowed in this case, there is no issue on the
outbound message attachment. Right? 

MG: I think so, but I only think there is an issue with replyTo/anon in
this case (which I think is an odd case that is possible but outside the
bounds of "normal" use).

Of course, this case is not driving the issue of whether we should allow
message level policy subjects. We need to be clear what is
allowed/disallowed WHEN message policy subject may be used.

MG: Agreed, I think this is going to be a difficult exercise and will
take some time to complete though.

I am not clear what you mean by the last sentence. Are you suggesting we
should disallow/discourage this use case or are you against message
policy subject? 

MG: I'm open to message level subject now. I still prefer endpoint
though but I see that there are use cases people are trying to support
that are better enabled with message level. I don't know if this use
case of an RM assertion attached on the outbound only should be
disallowed/discouraged. I just don't have enough data which is why I
asked earlier if anyone else was trying to do this. I'm not trying to do
this.

If we were to disallow anonymous destination, I do not think we need to
restrict anything. Again, it seems to me there is an issue with
replyTo/anonymous value, not the use case or message Level policy
subject. 

MG: I don't think that replyTo/anonymous should be disallowed. I do see
cases for that and we do use that today. I can see that there are
problems with this for the RM on outbound message only case you have
described, I'm open to it being disallowed/discouraged there. However,
as I said above this is not a use we are pursuing so I don't have much
data to support a firm position on it either way.

Not clear. Do you mean there is a way to retranmit responses reliably
when the backchannel is used? 

MG: Sure. You either have a backchannel established already or you
resend the request (after all, you didn't get a response).
