Schedule for next steps

Here is the schedule we are working to:

8/Feb: Vote on whether changes are substantive. Vote to accept the 
latest WD as a CD and go to Public Review
9/Feb: Notify TC administrator to start Public Review on Mon 12/Feb.
12/Feb: Start of 15-day PR2
12-27/Feb: PR, Marc to prepare responses to PR1 comments, Chairs to pull 
together submission packages.
27/Feb: End of PR
1/Mar: TC meets to review PR comments from second PR. Assuming these can 
be closed....
2/Mar: TC Admin to start ballot on CS and OASIS Standard
9/Mar: Ballot ends
15/Mar: Deadline for standardisation package and April voting
