I guess I am still puzzled how policy intersection would work in the 
expected fashion. If the client offered

<sp:SupportingToken>
     <wsp:Policy>
         <sp:UserNameToken/>
    </wsp:policy>
</sp:SupportingToken>

then, would policy intersection between the two would still fail?
