policies consistent. Could we change the 1.0 rule to have to reference list
outside the encrypted key? In 1.0 there isn’t a reference mechanism. What about the STR? That wasn’t how 1.0 interop was done. Consensus that Proposal 4 is acceptable. Proposal 4 accepted and status schanged to pending. i101 - Need additional SamlToken Assertion Elements
for Holder-of-Key and Sender-Vouches See intro to section 2.3 in new examples doc for
