I'm pointing out different point from PR003.

PR003 was a request to remove references to non-standard specs.
TC had a consensus that such reference as non-normative reference is
allowed.

This new issue points out non-normative information in normative part
of the specification.
Line 272-274 only provides non-normative information (I hope TC agree
on it).
But the section 2 as a whole is normative except for some parts.
Readers of the specification will misread those non-normative lines as
normative.
There will be some options:
1) Mark Line 272-274 explicitly as non-normative.

2) Move Line 272-274 to non-normative section.

3) Remove Line 272-274

I prefer option 3 because Line 272-274 is not essential to WS-Trust.


Currently I assume the section 2 is normative. But if the section 2 is
non-normative, then there will be another option:
4) Mark section 2 explicitly as non-normative
   with some other changes:
     change "SHOULD" (Line 208) to "should"
     move RFC2246 from normative reference to non-normative reference
     (because RFC2246 only appears in section 2)
